Both traditional and verb-based routing cannot be used in the same ApiController #1152

This is not an issue with MvcCodeRouting, but with Web API itself. Unfortunately, MS decided not to fix it, suggesting developers to use attribute routing instead (see issue). If this can be implemented by customizing a service then we should do it.
